3. Approval of Previous Minutes
Minutes of the meeting dated: August 17, 2026
Approved as presented Approved as amended X Tabled
Amendment notes (if any): Resident requested that following amendments be included prior to minutes being approved:
- Include that resident said that it was inappropriate for Kevin Grudman to joke about getting injured on tennis courts without liability insurance and of the cost the community would incur.
- Kevin mentioned that Watson had committed embezzlement when they paid Kris Ethington five or six checks.
Leslie, Board Secretary proposed that she will listen to the meeting recording and possibly incorporate these amendments at next meeting. Georg made motion to accept proposal, Charles seconded. All aligned.
4. Treasurer's Report
|
Operating account balance ($): 34,017.87 |
Reserve account balance ($): 170,393.85 |
Notes / variances: type here
Report accepted: X Yes No
Fran said that association continues to look good financially with YTD total income of $108,697.00. First deposit of $20,386.50 was made into the reserve account towards the $40,773 2026 total budget in place.
Fran sent board all Reserve account 2025 transactions after receiving an accusatory request. Fran said that playground invoices including all paid to Kris Ethington were made from the correct reserve account and all expenditures were duly approved by the board.
Responding to Leslie’s previous request to understand why account receivable amounts did not match two financial reports. Fran explained that it is because Watson’s office works with cash-basis accounting and the accountant works with accrual accounting. This creates a difference in the receivable amount.
Motion to approve reports by Leslie, Charles seconded. All aligned.
5. Change Requests
- 9/8 3542 NW 63 Place Paint House
Charles made motion to approve, Leslie seconded. All approved.
- 9/14 3406 NW 62 Place Window Replacement
Leslie mentioned that windows are stylistically different from original window design due to lack of grids. Motion to approve by Leslie, Charles seconded. All approved.
6. Old Business
Item 1: Liability insurance for volunteers. Fran reached out to Bill Russell who is a risk management consultant. He forwarded a proposal to run full risk assessment for our association for $2,200. Half payment expected up front and rest upon completion. So far, his recommendations are to get volunteers as well as all vendors that work in our community to sign a “hold harmless agreement” and for the association to get a worker’s compensation policy for all those who work on the property. Fran mentioned estimate cost of $500.00 yearly. The “hold harmless agreement” doesn’t protect community from being sued, however, this is a more substantial document and a good first line of defense in court than other potential documents.
Leslie motioned to get two more bids, Charles seconded. All aligned.
Action: Watson will get two additional quotes for risk management assessment and share them with board. Quotes and decision will be made at next board meeting.
Item 2: Pool update – there was a power outage last week and the pool motor stopped. Georg restarted pool. Action: Susan will talk to pool company and assure that they will turn on pool motor back on going forward.
After further assessment, the pool filters do not need to be replaced.
Kiddie pool is still closed and in bad condition. Chlorinator needs to be replaced. Action: Susan will talk to pool company to find out next steps to re-open kiddie pool and also find out why pool was closed.
Item 3: Status of violation report. Taryn is absent due to illness. She will give full report at next meeting. Susan informed us that she successfully got hold of owner of the corner property close to Clubhouse and was able to get lawn cut. She mentioned to owner that the property was breaking the City of Gainesville code enforcement and that they would be fined if not addressed immediately by owner or renters.
Action: Taryn will contact Leslie to work together and prepare a format that will help Watson give clear updates to association and keep clear record of actions taken.
Two residents complained about Ryan Tan’s mowing service. Action: Residents to tell Christine issue and Christine will speak to Ryan Tan. Fran said that Watson has not been satisfied with the level of service around the ponds. Christine had a walk through with Ryan Tan to identify opportunities in their work. Watson is giving Tan an opportunity to step up and will monitor their service more closely in coming month. We will discuss this topic again at next meeting.
Christine mentioned that Watson spoke to Tan regarding state of Tennis courts. Tan said this was because they couldn’t locate the entrance key. This will be addressed. Leslie mentioned that Tan needs to pick up leaves as blowing them across the fence is difficult.
Item 4: Code of ethics. Action: Donna will share code of ethics she is working on with Board prior to next meeting so bard can be ready to discuss and vote.
7. New Business
Item 1: Add all vendor contracts to the MRE website. Fran confirmed that contracts are not on website yet. Action: Susan will contact Adam Cohen, creator of our website, and ask for his assistance by adding these documents to our website in order to be compliant with Florida HOA law requirements. The Web developer will also contact Leslie to discuss best way to organize this on site, so information is clearly accessible to residents.
Item 2: Tennis court. A resident mentioned that the courts are in bad condition with many cracks and that they are in need of resurfacing. Resident asked when the next scheduled resurfacing is going to take place as we have funds in the reserve account. Action: Watson will look into what was done two years ago and schedule for resurfacing. We will discuss this at next meeting. Other resident suggested we may be able to convert part of the basketball court area into another pickle ball court. Board agreed to take this into consideration.
Item 3: Leslie brought up her concern that our community is at a liability risk with a service provider. Leslie moved the Board to issue an immediate operational directive to Watson to suspend all on-site services by Kris Ethington effective tomorrow. Watson should ask this vendor to correct his paperwork so that Mile Run East Association, Inc who is paying checks to Kris Ethington for his services is the same entity listed on the General Liability Insurance (issued to: Kris Ethington Painting, the insurance document doesn’t refer to Kris Ethington as individual at all) be the same. Also, ideally Kris Ethington would be paid and have his liability insurance in the name of his LCC company called Kris Ethington Maintenance LLC that holds a Florida Worker’s Compensation Exemption Certificate. Leslie’s motion is a recommendation for a pause in services until my concerns are addressed, not a termination.
Christine Ethington explained that her husband gets paid to Kris Ethington and has a dba (doing business as) called Kris Ethington Painting and that it is legally correct. If they used her husband’s company called Kris Ethington Maintenance LLC (the company that has worker’s compensation exemption in Florida), they would have to file two separate income taxes. One individual return and one for the LLC company tax return. Christine thinks that at this time this may be more complicated than she is willing to undertake. She also stated that the majority the vendors that service our community do not have workers’ compensation. Christine also mentioned that it is an association choice as to whether they want the providers of service to have workers’ compensation.
Leslie motioned for a vote to pass her recommendation to pause Kris Ethington’s work until his paperwork is aligned to decrease community’s potential liability, Charles seconded. Donna and Georg voted against. Motion did not pass. In lieu Board who opposed motion were in favor of waiting for the Risk Assessment process completed and then make a decision.
Item 4: Pool expenditure approvals – Kirsplash quote #1058, dated 9/8/26 for installation of Steener acid feeder for $1,182.50. George moved to approve, Leslie seconded. All in favor.
The other two quotes for other necessary pool repairs were not available at meeting for review. Action: Watson will try again to open the other attachments and inform board on next steps.
Item 5: Donna brought up that Kevin Grundman needs to be removed from checking bank account since he sent in his resignation to Mile Run East Community Association, Inc. on September 15, 2026. Leslie made motion to approve, Charles seconded. All in agreement.
8. Homeowner Open Forum
Homeowner reminded Board that we had not approved and/or discussed amendments to 7/21/26 minutes. Action: Board agreed that Leslie will resend the requested amendments for them to revise and come prepared to vote at October meeting. At next meeting Leslie will summarize requested amendments and Board will vote.
Homeowner mentioned that he had heard from a resident that Kevin Grundman was contacting other management companies and making plans to remove Watson.
A homeowner successfully contacted Jesse Frazier of the Florida Forrest Service. He is willing to come and look at the conservation area in Rosemont and the fire risk it may represent. He will advise management/board of his findings. There will be no charge for this service. Resident also mentioned that it would be great for Kevin Grundman to be present since he is so familiar with the grounds. Action: Watson will contact Mr Frazier to set up the walk-through. His phone number is 386 983 6593.
